On August 10, 2022, the Law of 7 July 2022 on Amendments to the Law – Construction Law and Certain Other Laws (Journal of Laws 2022, item 1557) (hereinafter: the ‘Amending Law’ or ‘Amendment’) came into force, aiming to digitise the investment and construction process.
According to the Construction Law, the Construction Log is the most important document in the construction process, as it records all significant events and the course of construction work accompanying the investor’s project.
The legislative solution of the Amending Law is, among other things, the Electronic Construction Log (hereinafter: ‘EDP’ or ‘Log’), which is a tool for electronic registration of entries for the Construction Log (in the online version).
The EDP system and its assumptions:
(i) adheres to strict security rules,
(ii) ease of making entries from the progress of construction work,
(iii) the EBD application does not require any special software or hardware,
(iv) the EBD application is intuitive, mobile and convenient to use,
(v) participation of individual participants in the investment and construction process,
and many other conveniences that undoubtedly simplify the investment and construction procedure.
The EDB system became operational on 27 January 2023.
*Maintaining a Construction Log is mandatory if a Construction Manager is involved.
**The paper version of the Construction Log is valid until the end of 2030.
***Closed areas defined by the Minister of Defence have been excluded from the use of the EDB.
